No, it's tracing. The tool decodes the TIFF and fits colored polygons to the pixels. Clean shapes like logos, icons, line art, and silhouettes trace beautifully. A scanned photo comes out as a blobby approximation.

What this does

The output is a new file made of colored shapes rather than the original raster re-wrapped. Because it's tracing and not true vectorization, logos, line art, and silhouettes trace cleanly while scanned photos turn into a blobby approximation.
